LAUT AVENUE CONSTRUCTION
September 3 – Update
Construction work on Laut Avenue is expected to continue through September 2026. Traffic disruptions will continue generally from 7 a.m. to 7 p.m. Monday to Saturday. During non-construction hours Laut Avenue has been reduced to one-way eastbound traffic. All business accesses are expected to remain open.
Current Work - Borger is working in Phase 3 and has installed sanitary by-pass pumping equipment at the intersection of Laut Avenue and Railway Street. The by-pass is expected to be in place until mid-September and this equipment will continue to restrict traffic flow at this intersection. The contractor is also working to reconstruct the road subgrade in Phases 1 & 2 in preparation to restore the paved surface.
Upcoming Work – The next major stage of the work is connecting the new watermain to the existing potable water network. There are two connection points, one at the Laut Avenue and Railway Street intersection and the other near the bulk water station. This work will require the closure of the Laut Avenue and Railway Street intersection for 2 to 3 days, which is currently planned for the September 11th weekend. A temporary water by-pass is required to make these connections and the Town may implement water restrictions while these connections are constructed. The contractor will also continue to work to restore the road surface.
Public Safety - The area is an active construction site, with all the inherent dangers of a construction site; it is not a place for pleasure walks and sight-seeing. We ask the public to refrain from visiting the area and to coordinate with specific businesses to minimize trips through the area. While in the area, please respect traffic control signs and the directions of traffic-signal persons. If you are responsible for children, please prevent them from visiting the area until the construction project is completed.

July 23 - Update
Borger originally intended to complete this work between mid-June and the end of August. Wet weather delayed the start of the work. Construction challenges have also impacted the project schedule. Presently, construction work is expected to continue through September.
Current Work - Borger has been working in Phase 1 area since the start of July . Their present strategy is to, first, excavate through the middle of the road and replace the sanitary main. As the work proceeds eastward, individual sanitary and potable water services for local businesses are being evaluated and may be replaced. This service connection work may result in a temporary interruption to potable water and sanitary service for one or two businesses at a time; Borger will coordinate these interruptions with the specific businesses. Borger anticipate that the sanitary main replacement in Phase 1 will be completed by July 30. Once the sanitary main is replaced in the Phase 1 area, bypass infrastructure will be relocated to the Phase 2 area and Borger will start installing the new potable water transmission line on the north side of the road in the Phase 1 area.

Beginning Monday, June 29, Laut Ave from Railway Street to the bulk water station will see staged lane restrictions for the construction of water main and sanitary sewer upgrades as well as road reconstruction. WRD Borger Construction Ltd. has been contracted to complete the work, which is expected to be complete by end of September. You can expect to see workers in the area from 7 a.m. to 7 p.m., Monday to Saturday, please watch for crews and obey all construction signage.
Construction will generally be staged as follows:
- Phase 1 – West of Laut Crescent
- Phase 2 – Laut Crescent to Laut Crescent
- Phase 3 – Laut Crescent to Railway Street
For each phase, traffic along Laut Avenue will be restricted to a single lane but all business accesses are expected to remain open.
The contractor will coordinate any necessary temporary business access closures, or disruptions to potable water and sanitary services, directly with the impacted businesses.
Laut Avenue is a critical utility corridor that carries drinking water from the potable water reservoir and conveys most of the town’s sewage to the wastewater treatment lagoons. This project will replace aging infrastructure and upgrade pipe sizes to ensure reliable service for current residents and provide capacity for future growth. This project will also improve drainage at the bulk water station and improve the RV dump station islands.
